You can use Zotero on a Chromebook, but there are limitations. There are multiple Zotero apps. The Zotero web library and Zotero Connector can be used on a Chromebook for adding, managing, and annotating citations.

However, a Chromebook cannot use the Zotero desktop app, you cannot install the Zotero plugin for Google Docs. You will need to generate citations from the web library and paste them into Google Docs.

Note: if you are tech-savvy, you can install Linux on your Chromebook and then install Zotero for Linux.
